1. UPC Survey Ship: You may not attack a player’s survey ship (“miner”) that has only underprotected cargo (“UPC”) and is not on a zero node.
2. Survey Ship on Zero Node: You may attack a player’s survey ship on a zero node, but only after you give a prior warning. Zero Node provisions also apply to UPC ships that have full cargo and are no longer mining.
3. Survey Ship Acting as Warship: You may attack a player’s survey ship that is involved in a base raid, base defense, Territory Takeover action, or is otherwise engaged in PvP combat (other than a single attack to clear a mining node for use).
4. Warships: You may attack any warship (Interceptor, Battleship, Explorer), except where prohibited by another RoE provision.
5. Stations/Bases: You may attack any station, unless it is located in Occupied Territory.
6. Token Space: In Token Space (systems that require special tokens or warp cells to access), you may not attack a player’s ship.
7. Armadas: You may not attack a ship of the hosting alliance that is within an active armada circle. You may attack such a warship or OPC survey ship only after 2 minutes have passed after the completion of that armada.
8. Armada Poaching: You must wait 5 minutes (from the point of your discovery) before hosting a damaged armada that wasn’t damaged by your alliance. Consequence is forfeiture of the armada (must let it cancel).
9. Occupied Territories: You may not send your ship into an Occupied Territory, unless (a) that territory is occupied by your alliance, (b) you have been given explicit permission from the current occupying alliance to enter, or (c) there is a current Territory Capture Takeover period for that territory, and your alliance or your allies are competing for the zone.
10. Diplomacy Status as Kill On Sight (KOS): You may attack a player’s ship that has been marked KOS. This provision overrides all other RoE provisions.
11. Unowned Territories: You may enter a Territory not currently owned by an alliance, except during that Territory’s Takeover period, when it shall be considered occupied and subject to the restrictions outlined in RoE Provision #9.
12. Swarm Systems: In a Swarm System, you may not attack a Franklin or Franklin-A warship.
